Authority revocations: how often it happens and where
In the 12 months to April 2026, 78,364 revocation orders took effect in the FMCSA register, 6% fewer than in the 12 months before. Nationally 12,272 active common-carrier authority records (4.0%) show a revocation pending, and 672,785 records were granted once and are no longer active. A revocation is a record event. It says nothing by itself about why, and the open files do not give the reason.

The legacy FMCSA licensing files used here stop in May 2026: nothing newer is in them, although the portal shows an update date of Oct 9, 2026. The newer Motus datasets listed on the portal hold at most 1,858 rows at retrieval, so they cannot replace the legacy files yet. Treat every count below as "through April 2026". A drop at the end of a chart is the file ending, not revocations stopping. The status by state is also as of the file, not today.
Revocations, grants and reinstatements by month
Revocation orders that took effect each month, next to new operating authority granted and authority reinstated. Complete months only, January 2023 to April 2026.
Counts per month. Revocations come from the Revocation file (effective date); grants and reinstatements from the authority history file (date served). Yearly totals in the chart range: 2023: 101,592 revocations, 75,491 grants, 31,314 reinstatements; 2024: 89,984 revocations, 62,135 grants, 26,229 reinstatements; 2025: 80,303 revocations, 62,053 grants, 25,812 reinstatements; 2026: 24,545 revocations, 21,176 grants, 8,666 reinstatements.
Revocation orders by year and authority type
Common carrier authority covers for-hire freight; contract carrier and broker authority are counted separately. The last column counts voluntary revocations, where the carrier asked to give up its authority; all other orders are involuntary.
| Year | All orders | Common | Contract | Broker | Voluntary |
|---|---|---|---|---|---|
| 2020 | 49,612 | 37,180 | 8,368 | 4,064 | 13 |
| 2021 | 53,471 | 41,842 | 6,717 | 4,214 | 1 |
| 2022 | 89,551 | 73,195 | 10,033 | 6,323 | 5 |
| 2023 | 101,592 | 84,379 | 8,519 | 8,694 | 3 |
| 2024 | 89,984 | 74,371 | 8,041 | 7,572 | 27 |
| 2025 | 80,303 | 68,297 | 7,183 | 4,823 | 14 |
| 2026 to May 2026 | 27,456 | 23,292 | 2,442 | 1,722 | 2 |
Orders with no type recorded are in the all-orders column only. The current year is partial and ends where the file ends. One carrier can appear in more than one year.

State is the business-address state on the authority record (50 states and DC only), not where the truck runs. Records, not companies: one company can hold more than one. "Granted, no longer active" mixes revocations, voluntary surrenders and lapses. Pending means FMCSA has started a revocation that has not finished.
What this number means
- A pending share of 4.0% nationally means a small fraction of active authority records carry a revocation notice at any moment. The range across states with enough records runs from 1.5% in North Dakota to 6.8% in New Jersey.
- Of all common-carrier authority records that were ever active, 69% are inactive now. Churn is normal in this industry. It does not tell you who is reliable.
- The open files give the date and type of a revocation, not the reason. Do not read a state share as a measure of how careful its carriers are.
- Counts follow where companies register. A state with a big number of records will have more revocations in plain counts.
What to do about it
- Look up your own authority on the FMCSA licensing site every month and keep a dated screenshot. Do it before you sign a new contract and before a renewal.
- Ask your insurance agent to tell you in writing if a filing with FMCSA is cancelled, and ask how many days of notice you will get. See the insurance lapses page for what the register shows.
- Keep your process agent filing (BOC-3), your insurance filing and your registration details current. A missing or cancelled filing can lead to a notice, so check each one, not only the insurance.
- If a notice arrives, act the same day: contact your insurer or agent, then the FMCSA licensing office, and write down who you spoke to and when.
Other orders that stop a carrier: out-of-service orders
FMCSA also issues out-of-service orders against carriers, a different action from an authority revocation. The file holds 401,862 orders, of which 91,976 have status active, 309,882 inactive and 4 pending.
| Reason given by FMCSA | Orders issued 2023 | Orders issued 2024 | Orders issued 2025 | All years in file |
|---|---|---|---|---|
| New Entrant Revoked - Refusal of Audit/No Contact | 35,627 | 30,246 | 23,846 | 313,769 |
| New Entrant Revoked - Failure of Safety Audit | 2,325 | 2,079 | 1,544 | 43,405 |
| 90 day failure to pay fine | 1,282 | 1,461 | 285 | 24,987 |
| Unsatisfactory = Unfit | 535 | 521 | 118 | 11,199 |
| New Entrant Revoked - Expedited Actions | 0 | 0 | 0 | 4,779 |
| Denial of Access | 320 | 380 | 275 | 2,362 |
The six most common reasons in the file; reasons are FMCSA's own wording. Counts are orders by year of the order date, not distinct carriers. Full years only; the file has complete months to September 2026.
Questions
Does a revocation notice mean the company has shut down?
No. The register records an order against an authority record. A company may resolve it, surrender the authority or stop operating, and this page counts orders and records and cannot tell which.
Why do you not show names or DOT numbers?
This page uses aggregates only. To check a specific carrier or your own authority, use the FMCSA licensing and insurance site, which shows the current status of a docket.
Why do the charts end in April 2026?
The legacy FMCSA files in the open data portal contain nothing newer than May 2026. Months at the end of the file are incomplete and are left out of the charts.
Is this a list of risky carriers?
No. It is a count of register events by month and by state of registration. It is not a score, a ranking or a recommendation about any carrier.
What should I check first if I think my authority is at risk?
Your insurance filing, your process agent (BOC-3) filing and the address on your record. Then look at your authority status on the FMCSA site and talk to your agent. FMCSA decides reinstatement requirements, so read them on the FMCSA site for your case.
