FMCSA rule timeline: what changed in 12 months
FMCSA publishes a lot in the Federal Register, but most of it is not a new rule. This page separates final rules and proposals from notices, puts effective dates and comment deadlines on one timeline and lets you check any date window against it.

Notices are counted by the words in the title and action line. Many name an individual company, so they are not listed here.
What it means for your fleet
- Read the rules, skim the notices. The few final rules a year change the procedure. Notices change it only for the party named.
- Put effective dates in your calendar. Use the date in the document, then read the text for a later compliance date.
- Use the comment window. A proposal is the one point where a small fleet can say how it would work in practice. Comments close on the date shown.
- Fees are rules too. Registration and database fees show up here. Check the fee schedule before you renew a filing.
- Keep a record of what you read. If an inspection or audit turns on a rule, the document number and date are the proof you checked.

Is this the official record?
No. The official text is the Federal Register document, linked on every row. This page is a reading aid built from the Federal Register API. If the two differ, the official document controls.
Why are most FMCSA documents not rules?
In this snapshot 194 of 224 documents are notices: exemption applications and decisions, paperwork approvals and committee notices. They matter to the carriers named in them, but they do not change the rule for everyone. This page does not list notices one by one.
What does effective date mean for me?
It is the date the rule text takes effect. Some rules give a later compliance date inside the text, and some apply only to a defined group. Read the document before you change a procedure.
Do comment dates still apply?
A proposed rule shows the date the public comment period closes. After that date FMCSA may still publish a final rule, change it or withdraw it. A close date is not a decision.
How current is it?
The snapshot was retrieved Oct 10, 2026. New documents publish most business days, so check the Federal Register for anything newer. Documents published before October 1, 2025 are in the snapshot only if their effective date is on or after the retrieval date.
