SMS file only holds carriers with inspections, so OOS rates describe inspected carriers; carriers_with_inspection_pct shows coverage. SMS 24-month window is the file definition. Crash counts are carriers matched by DOT number in the census band at retrieval time (a carrier that changed band is counted in its current band); crashes of carriers no longer active are excluded. 2024 is the latest full year with settled reporting; a later year is incomplete because states report with a lag. Cells with fewer than 30 carriers or 100 events are null. OOS is a roadside outcome, not a safety rating.
